Senate votes to advance bill to suspend filibuster for debt ceiling vote

The Senate has voted to advance a bill that would suspend the filibuster for an upcoming vote in order to raise the debt ceiling and avoiding the U.S. defaulting. NBC's Sahil Kapur reports from Capitol Hill.
